For outstanding performance while serving as a KN8 Comptroller Department Financial Management Analyst for Fleet Readiness Center Southwest from 01 January to 31 Mar 2024. Ms. Christina Bartram’s exceptional analytical, problem-solving and technical abilities have significantly enhanced the Command's capacity to model, report and analyze financial data resulting in high-quality explanations and financial service support to all customers. Ms. Bartram applied her knowledge, skills, and abilities using the data visualization software Qlik to construct and devise reports, significantly improving the quality of data available to analyze and measure the Command’s performance. Such applications have enabled a higher level of transparency, as well as scrutiny, when formulating and executing the Command’s spending and direct labor hour performance. In particular, she developed the Master Budget Build Template (MBBT) application within Qlik, essential for the command wide budget formulation and rate building process for the Office of Management and Budget (OMB) Circular No. A-11, preparation, submission, and execution of the budget. As the foundation for everything budget-related within FRCSW, her application encompasses details of over 3.7 million direct labor hours by various program production lines, over $300 million of overhead labor and nonlabor costs and source computation of over $700 million in anticipated revenue for the command. Ms. Bartram also covered highly critical set of duties within the Comptroller Department as the command’s central point of contact for processing $90 million in Purchase Requisitions (PRs) for Station Support and Commanding Officer Budgets. She meticulously monitored command sustainment, restoration and monitorization (SR&M) overhead budgets of roughly $20 million by tracking/reporting obligations, liquidations, and expenditures. Ms. Bartram’s outstanding performance and dedication culminated in this selection as FRCSW Civilian of the Quarter for 1st Quarter 2024.
