Following months of discussions between U.S. Navy leadership and the leaders of the Environmental Protection Agency (EPA), Navy has proposed adding the Extended Drinking Water Monitoring (EDWM) plan into the 2023 Administrative Consent Order (ACO) for the Red Hill Bulk Fuel Storage Facility Defueling, Closure and Joint Base Pearl Harbor-Hickam (JBPHH) Drinking Water System.
The Navy voluntarily initiated the EDWM plan to deliver on its commitment to enhanced monitoring of the JBPHH drinking water system. This demonstrates a commitment to continuous monitoring of the system following recovery from the November 2021 fuel incident.
The Navy previously agreed to conduct long-term monitoring (LTM) of the systematic drinking water beginning in March 2022, and shared results with federal and state regulators until the LTM program ended in March 2024. The Navy voluntarily began the EDWM plan in April to continue a robust program with several goals, including testing 100% of the homes on the JBPHH drinking water distribution system, testing of other facilities on the installation, increased frequency of source and priority area sampling, and to apply an advanced analysis of fuel-related constituents.
The Navy kept state and federal regulators informed of the EDWM plan and its implementation since it began in April. The Hawaii Department of Health and the EPA have access to the validated drinking water test results, all of which continue to meet all state and federal safe drinking water standards. The results are also posted for the public to view at on the JBPHH Safe Waters website
