NAVAL BASE GUAM (July 17, 2024) – Effective July 24, U.S. Naval Base Guam (NBG) will implement revised base access procedures, referred to by the Department of Defense (DoD) as “Trusted Traveler.”
The Trusted Traveler program authorizes uniformed service members or DoD employees with a valid Common Access Card (CAC), retired uniform service members, or adult family members with a valid DoD identification credential to present identification for verification while simultaneously vouching for family or guests that are travelling with the sponsor as vehicle occupants.
The number of personnel a Trusted Traveler is authorized to vouch/sponsor is limited to the number of individuals legally seated in the vehicle in which the Trusted Traveler is located, not to exceed five persons maximum. Trusted Traveler sponsors must be the driver of the vehicle and passengers are not allowed to travel within a truck bed, per NBG policy. Sponsors will not be permitted to vouch for visitors in another vehicle, nor will Trusted Traveler apply to personnel entering the base by means other than a vehicle.
Trusted Traveler will only be authorized for the following areas: NBG Main Base, Apra View, Apra Palms, and Flag Circle. Trusted Traveler does not automatically transfer to other NBG locations or other military installations on Guam.
“One of the primary purposes for the Trusted Traveler Program is to increase efficiency at the access control points and alleviate the extra demand at the Visitor Control Center,” said NBG Commanding Officer Capt. John Frye.
The NBG Visitor Control Center (VCC) is responsible for the issuance of thousands of Defense Biometrics Identification System (DBIDS) registrations, background checks, and authenticating individual’s eligibility for installation access.
Sponsors will no longer be required to proceed to the VCC and obtain visitor passes for guests under the Trusted Traveler program, but are responsible for the actions and conduct of their guests. Sponsors must remain within close physical proximity of their guests at all times.
Sponsorship of guests is a privilege that can be revoked if abused, however NBG leadership is confident trusted travelers will take their responsibility seriously.
The following ID cardholders are authorized to sponsor U.S. citizens under the Trusted Traveler program:
• Uniformed service member or DoD employee with a valid CAC
• Retired uniform service members with a valid DoD identification credential
• Adult dependents of uniform service members (minimum 18 years old) with a valid DoD identification credential
The following credentials are required to be sponsored by a Trusted Traveler:
• REAL-ID driver’s license/identification
• U.S. Passport or U.S. passport card
Those under the age of 18 are not required to have an ID.
Non-REAL ID cards are not an authorized form of identification under the Trusted Traveler program and will not allow NBG access. All vehicle occupants may be required to present their identification to the NBG Sentry at the point of entry. All visitors are reminded to have identification credentials ready and with them at all times to prevent delays at access points or other areas while visiting.
Foreign nationals are not authorized to be brought onto the installation via the Trusted Traveler program and must use VCC escort processes. The Trusted Traveler program is NOT applicable for those individuals who are requesting access to conduct business as a media representative, contractor, volunteer, subcontractor, service provider, vendor or vendor supplier and will fall under regular base access procedures.
The Trusted Traveler program may be suspended, without notice, if force protection conditions change or at the discretion of the NBG Commanding Officer. Those found in violation of this policy may be punished, have their sponsorship privileges revoked, and be excluded from the installation.
