NAS Whiting Field Enters into Partnerships to Reduce Costs and Enhance Mission Operations

14 June 2024

From Zachary Harris, Naval Air Station Whiting Field Public Affairs

Naval Air Station Whiting Field entered into partnerships with the City of Milton and Santa Rosa County through Intergovernmental Support Agreements (IGSA) June 13 for a variety of services, material procurement, and mutual support.
The agreements between the Navy and a state or local government enhance operational effectiveness and create greater economies of scale that reduce costs and provide economic benefits to the community, state partners, and the Navy. The combined savings from these IGSA projects and services are potentially more than $1.5M annually – a cost reduction of nearly 55%.

“IGSAs are a great avenue in a military installation’s pathway to cooperative and achievable transformation,” said Capt. Paul Flores, commanding officer, Naval Air Station Whiting Field. “They enhance efficiencies and develop greater mutual support, creating new community revenue streams, and promoting opportunities to keep jobs and dollars local.”

The official signing ceremony was held during a regular meeting of the Santa Rosa County Board of County Commissioners Thursday morning. Commission Chairman Sam Parker of District 1 signed the agreement on behalf of Santa Rosa County.

“The mission of NAS Whiting Field holds significance for Santa Rosa County,” said Parker. “By signing this agreement today, Santa Rosa County demonstrates its dedication to military partnerships and the airmen and women who call this county home.”

Councilman Casey Powell, City of Milton acting Mayor Pro Tem, signed on behalf of the city.

"This is a significant milestone. We're celebrating the strengthening of our long-standing partnership with Santa Rosa County and NAS Whiting Field. For more than 80 years, we've valued our relationship with the world’s busiest aviation complex, acclaimed as the best Small Base in the Navy,” said Powell. “This agreement represents more than a formal arrangement; it signifies the evolution of our collaboration. By pooling our expertise and resources, we aim to enhance operational efficiencies and foster economic growth that truly benefits our community. It’s an exciting day for the City of Milton!”
