Naval Support Activity Panama City Commanding Officer to relinquished command

Panama City Beach, Fla. – Naval Support Activity Panama City held a change of command ceremony on Wednesday, February 22, where Captain Keith Foster was relieved by Commander Michael Mosi.
Foster has been the commanding officer since March 2021 and was instrumental in leading NSA Panama City through the COVID-19 pandemic while continuing to ensure that his team provided the highest level service to both the base and the community.
During his tenure, Foster oversaw more than $700 million of infrastructure and facilities that provided the training spaces, electrical power, roadways, port facilities, water and more. He also managed the busiest waterfront area in the region ensuring over 12,000 safe vessel operations as well as coordinating the access to more than 3,000 square miles of local operating areas. Since 2021, NSA Panama City sailors and civilians volunteered over 2500 hours of community outreach to organizations such as Habitat for Humanity, Take Stock in Children, Elevate Bay and many more.
“It's time for someone else to come in take the baton and have the opportunity to lead.” said Captain Keith Foster, Naval Support Activity Panama City Outgoing Commander “the gentleman is a fantastic leader and I’m leaving this base in great hands, and if I had to pick my relief he'd be the guy.”
Foster’s next duty station is with the Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA.
Mosi was most recently the Executive Officer, Naval Support Activity Souda Bay in Crete, Greece. Prior assignments include: Patrol Squadrons Five and Four-Seven, USS Dwight D. Eisenhower, Commander Patrol and Reconnaissance Force Fifth Fleet Det. Bahrain, Command and General Staff College, Leavenworth, Navy Personnel Command and Naval Support Activity Mid-South.
“I am fortunate to be taking over from Capt. Keith Foster. He has set a foundation” said Cmdr. Michael Mosi, Commanding Officer, Naval Support Activity Panama City “One of the things that really let me know that I was walking to something good, he told me when his command philosophy “just care”. It sets the stage for what I want to do.”
