Today, the Chief of Naval Personnel announced the Fiscal Year 2020 Human Resources (HR) community Junior Officer of the Year (JOOY).
Lt. Jessika S. Hall was named the recipient for the fiscal year 2020 award.
The award was established in 2010 and recognizes a Human Resources community junior officer each year for their significant contributions to the Navy’s manpower or personnel readiness.
Hall, as the Learning Standards Officer and 7th Fleet Department Head, Recruit Training Command (RTC), Great Lakes IL, brilliantly distinguished herself through exemplary service in an extremely demanding position of responsibility.
During the COVID-19 crisis response while serving in a position of a higher paygrade, Hall lived onboard RTC for 16 weeks providing critical leadership to a department responsible for Recruit Division Command “C” School, RTC Quality Assurance, curriculum development and assessments, physical fitness and RTC’s Human Performance Program. She directed the development and maintenance of 162 lesson topics and the instruction, testing, and surveying of 41,000 recruits.
Hall demonstrated superior leadership and HR expertise, which resulted in her selection as the FY20 HR JOOY. She credits her success to the rest of the RTC team.
“It is an incredible honor to be selected among extremely talented men and women,” said Hall. “I owe it to all the outstanding, extremely talented Sailors at RTC for their tremendous support and dedication!”
Rear Adm. Ann Duff, OPNAV N13A, is the HR Community Flag Advisor and said this is a significant accomplishment for Hall.
"Lt. Hall is recognized for her impact on Recruit Training Command, the Force Development pillar and the personnel readiness of the Navy. In an extremely difficult and unexpected environment, she personified the ability to apply a high-level of HR knowledge, skill, and leadership that we expect within the HR Community,” said Duff. “Her accomplishments are synonymous with the Navy’s plan to re-engineer the way we train, educate and make war-ready Sailors in the 21st century. She is without a doubt deserving of the FY20 HR JOOY award.”
The Human Resource community was created in 2001 to develop manpower requirements, recruit, train and manage Sailors throughout the Navy. HR officers serve in key positions throughout the Navy and help to improve personnel management and training systems to more effectively recruit, develop, manage, reward, and retain the force of tomorrow.
