Norfolk-based Management Analyst Wins DOD Award

Timberlain Woodruff, management analyst at Navy Warfare Development Command (NWDC), won a 2019 Judith C. Gilliom Award for Outstanding Workforce Recruitment. She received a plaque July 18 at an awards ceremony held at the Mark Center in Alexandria, Va.

“What an honor to be selected for this award,” Woodruff said. “I was pleasantly surprised to find out my supervisor, Norman Wood, submitted my name for recognition. I’ve been in the program for two years in two different internships, so it’s good to get a civil service position and this award in such a short time.”

Woodruff is a retired Navy aviation ordnance senior chief from Chicago. The Department of Defense (DoD) Diversity Management Operations Center honored her significant contributions to the Department of the Navy and DoD that streamlines the process for Reservists to create missions and process their orders. Woodruff provided outstanding support to a Reserve unit, while aggressively finishing her own training and conducting specialized training for unit members.

“The sum of everything I learned while in the Navy for 26 years led me to this award,” she said. “I want to say thank you to my leadership for believing in me and for giving me the opportunity to join the NWDC team.”

For more than 20 years, the Workforce Recruitment Program (WRP) has been advancing employment opportunities for college students and recent graduates with disabilities. The WRP is a federal recruitment and referral program that connects federal sector employers nationwide and around the globe with college students and recent graduates with disabilities for summer internships and permanent jobs.

The Office of Personnel Management and the Equal Employment Opportunity Commission has recognized the WRP as a model strategy for recruiting individuals with disabilities.

The WRP serves as a pipeline of talent to help build a diverse, inclusive, and mission ready workforce in the Federal government. In 2018, the WRP database contained profiles of over 1,800 job candidates from nearly every state, and represented more than 115 colleges and universities nationwide, representing all academic backgrounds. The WRP participants serve nationwide and around the globe, including Europe and South Korea.

The WRP awards honor the legacy and advocacy of Judith C. Gilliom, who served as the DoD Disability Program Manager for 25 years and was one of the founders of the WRP. Gilliom is represented as an exemplar in the Pentagon’s Defense Career Civilians of Distinction display.
