NETPDC Announces Junior, Senior Civilians of the Quarter

The Naval Education and Training Professional Development Center (NETPDC) announced Sept. 30 the selection of Mark Winkelman as Senior Civilian of the Quarter (COQ) and Helen Eiler as Junior COQ for the second quarter, calendar year 2020.
PENSACOLA, Fla.—The Naval Education and Training Professional Development Center (NETPDC) announced Sept. 30 the selection of Mark Winkelman as Senior Civilian of the Quarter (COQ) and Helen Eiler as Junior COQ for the second quarter, calendar year 2020.

Due to the COVID-19 pandemic, NETPDC Executive Director William Jackson made the announcement during a virtual all-hands call.

“It’s important that we take time to recognize the outstanding efforts of those selected for civilian of the quarter for their accomplishments,” said Jackson. “I’ve personally seen the hard work and determination both Helen and Mark put forth daily, and they couldn’t be more deserving.”

Winkelman, who works as the assistant command security manager for NETPDC, manages the command’s security education and training program, completes self-inspections and assists NETPDC employees with submitting security clearances. His selection was based on his superior performance and selfless dedication to the NETPDC security program.

Anthony Sganga, the NETPDC security manager and Winkleman’s supervisor, said Winkelman’s skills and attitude make a positive impact on the command’s mission.

“Mark is a consummate professional who goes above and beyond on a daily basis,” said Sganga. “His can do attitude and overwhelming ability to assist everyone he comes into contact with makes him a great asset not only to the security department and NETPDC, but also the Navy as a whole.”

Eiler serves as a program assistant for the Navy Advancement Center, and is responsible for five annual exam cycles including answer sheet returns and scanning, exam discrepancy processing and records management. Her selection was based off her superior performance in customer service, error corrections, and NEAS candidate records management.

Jay Gulley, the Fleet Services branch head and Eiler’s supervisor, echoed the award citation in describing her dedication to superior performance.

“Helen is very well deserving of this recognition,” said Gulley, “She remained undaunted throughout this award period, working through COVID-19 mitigation policies and spring exam cycle administration and processing delays, while also prepping for fall exam cycles and training new N321 staff.”

NETPDC, located aboard Naval Air Station Pensacola's Saufley Field, provides products and services that enable and enhance education, training, career development, and personnel advancement throughout the Navy. Primary elements of the command include the Voluntary Education Department, the Navy Advancement Center, and the Resources Management Department.
